Villa Oeiras just outside Lisbon, Portugal, is a publicly-funded project that produces Carcavelos, one of the most rare and storied wines in the world. Their cellar is located in the former palace of the Marquis de Pombal, an 18th-century nobleman who was the de facto ruler of the nation. The winery is within the Carcavelos DOC, a region boasting the highest-rated classification for wine producers in Portugal.
